Found this street art at the corner of Madison Dr. and 7th. NW DC (the Smithsonian sculpture garden). Quick question: why is AINT quoted? Is this the artist name (note the lack of an apostrophe, suggesting this is not ain't).

Curious. It could be the artist's name, or it might be some kind of signature tag, in-joke, or obscure reference.
It ain't ain't, as you point out, but the missing apostrophe might be as immaterial or as significant as the inverted commas and the underline.
Summary: mystery.
that would be in keeping with the culture of street artists too.
